Edna Primrose

Assistant Administrator, U.S. Department of Agriculture (USDA), Rural Development Innovation Center

Edna Primrose was named Rural Development’s assistant administrator for water and environmental programs in April 2018. In this role, Ms. Primrose leads multi-billion dollar direct and guaranteed loan, grant, and loan guarantee programs to benefit water and waste disposal systems in rural communities. These programs contribute to critical national strategies to enhance rural infrastructure in the United States and U.S. territories.

Prior to this role, Ms. Primrose served as USDA Rural Development chief operating officer since 2012. In addition to managing Rural Development operations, she led the agency’s disaster relief and recovery effort during the 2017 hurricane and wildfire season. Before joining the USDA, Ms. Primrose managed largescale programs as the national director for the Office of Job Corps at the U.S. Department of Labor. There she oversaw the facility infrastructure of more than 100 Job Corps centers in communities nationwide.

Ms. Primrose earned a bachelor’s degree from Towson University in Maryland.
