Andrew D. Jacob

Chief Operating Officer

Andrew Jacob is CoBank’s Chief Operating Officer where he oversees the bank’s operations and information technology divisions as well as business transformation services, government affairs and corporate communications, which includes industry research functions, corporate social responsibility program, corporate sponsorship, and corporate events. Mr. Jacob is a member of the bank’s Management Executive Committee.

Previously, Mr. Jacob served as Chief Regulatory, Legislative & Compliance Officer, with responsibility for CoBank’s compliance, enterprise security, FRAML, government affairs and corporate communications, which includes industry research functions, corporate social responsibility program, corporate sponsorship, and corporate events. He also served as CoBank’s ethics, compliance and standards of conduct officer.

Before joining CoBank in 2011, Mr. Jacob spent almost 25 years with the Farm Credit Administration, where he served in a variety of leadership roles within the agency’s Office of Examination, Office of Policy and Analysis, and Office of Secondary Market Oversight. Most recently, he was director of the Office of Regulatory Policy, which is responsible for developing and implementing the FCA Board’s regulatory and policy-making agenda, evaluating all statutory and regulatory approval requests from Farm Credit System institutions, assessing systemic risk exposures, and other programs.

Mr. Jacob earned a bachelor’s degree in managerial and agricultural economics from the University of California at Davis and an MBA from George Mason University. Mr. Jacob also holds the Chartered Financial Analyst® (CFA) designation.
